Towards Progress: Steer and Fourth Economy report on the future of transportation and technology

In an era of rapid technological advancement, the Chamber of Progress (CoP) backs public policies that build a fairer, more inclusive country in which all people benefit from innovation. The coalition is devoted to fostering a progressive society, economy, workforce, and consumer climate. 


Steer and Fourth Economy were uniquely equipped to conduct two recent studies for CoP that shed light on the future of transportation and its impact on our economy and environment.


The Promise of Autonomous Vehicles


The first study, Opportunity AV: How Many and What Type of Jobs Will Be Created by Autonomous Vehicles, explores the potential economic impact of the autonomous vehicle (AV) industry. Key findings include AVs potential to revitalize areas that have experienced economic decline and create new jobs across established and emerging industry sectors. For the U.S. to become a leading manufacturer and exporter of AVs, strong policy and a skilled labor force will be vital. 

Recommendations for Success


To establish the U.S. as a major player in the AV industry, the report suggests:


  1. Encouraging further technology development

  2. Increasing capital investment

  3. Establishing a favorable regulatory framework


The Sustainability of Online Delivery Services


The second study, Efficiency and Emissions Impact of Last Mile Online Delivery in the U.S., addresses the environmental implications of the rise in e-commerce activity and demand for deliveries including take-out and convenience items, groceries, and online purchases. We identified various factors affecting delivery efficiency, including operational practices, consumer behaviors, and market density. The report suggests that online delivery can be more efficient than in-person shopping trips by car, potentially reducing carbon emissions. 



Policy Implications


As states explore alternative sources for transportation funding, including fees on retail delivery services, this study provides crucial data to inform policy decisions. The results suggest that blanket fees on delivery services may not align with environmental goals, as efficient online delivery models could play a role in reducing overall vehicle emissions.
