Economic Stategy
Located 30-miles outside of Boston, Massachusetts, the Greater Lowell region engaged Fourth Economy to support the creation of the 2025-2030 Comprehensive Economic Development Strategy (CEDS) to support and enhance a wide range of planning objectives related to land use, environmental protection, energy, economic development, housing, public health, public safety, municipal service delivery, and transportation.
The region hopes to achieve Economic Development Districts (EDD) status and leverage funding to implement a strategic economic development program. The region seeks a fresh, creative approach to economic development in order to develop a broader strategic framework for inclusive growth. The strategies should include both adjustments to policy and procedures to encourage equitable grassroots development and “game-changer” strategies that could be achieved through intermunicipal cooperation and/or supported by federal grants.
