Founded in 2005, Invest in the USA (IIUSA) is the national, membership-based 501(c)(6) not-for-profit industry trade association for the EB-5 Regional Center Program. The organization has over 200 Regional Center members and over 120 Service Provider members across the USA. Their members account for the vast majority of capital formation and job creation generated in the United States resulting from the EB-5 Regional Center Program.
Fourth Economy is tasked with evaluating and quantifying the post-2016 economic impacts of the EB-5 Immigrant Investor Program.
Our Approach
The Fourth Economy consulting team conducted an impact analysis to assess the year-over-year economic contributions of the EB-5 Program from 2016 to 2019, in terms of contribution to the U.S. GDP, labor income, and job creation at national, state, and Congressional district levels, and within various industry sectors, how factors such as policy instability, inconsistent processing times, and visa backlogs, correlate with the EB-5 Program’s ability to attract foreign investment and create jobs.
The Results
From 2016 to 2019, the EB-5 Program facilitated $75.2 billion in total investment. This capital influx created an astounding 1.7 million jobs, added $184 billion to U.S. GDP, and generated $122 billion in earnings. As these findings reveal, the EB-5 Program has generated significant investment, created numerous jobs, and contributed substantially to our nation's GDP – all at no cost to American taxpayers. Results from this report can be used by policymakers to recognize and strengthen this valuable asset.
